BACKGROUND AND PURPOSE

 

Interested parties contend that it is necessary for the Harris County Municipal Utility District No. 402 to have certain powers regarding road projects in order to work in conjunction with Harris County to improve the roads adjacent to the district's boundaries to serve the future occupants of the land. H.B. 3947 seeks to amend the applicable laws relating to the district.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 3947 amends the Special District Local Laws Code to authorize the Harris County Municipal Utility District No. 402 to construct, acquire, improve, maintain, or operate macadamized, graveled, or paved roads or turnpikes, or improvements in aid of those roads or turnpikes, outside the district.

On passage, or, if the bill does not receive the necessary vote, September 1, 2013.
