BACKGROUND AND PURPOSE

 

The County Court at Law of Val Verde County has concurrent jurisdiction with the district courts in the county over juvenile and domestic matters. Interested parties note that the county court at law has participated in meetings of the county's juvenile board regarding state standards and budget approvals for several decades. The parties also note that, in 2012, the county court at law was made aware that the judge of the court was not included among the members of the Val Verde County juvenile board. H.B. 3952 seeks to address this issue.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 3952 amends the Human Resources Code to include the judge of the County Court at Law of Val Verde County among the members of the juvenile board of Val Verde County.

 

EFFECTIVE DATE

 

September 1, 2013.
