BACKGROUND AND PURPOSE
Wineries are currently authorized to remain open until midnight on any day of the week. Interested parties assert that these hours should be extended until 2 a.m. on New Year's Day to accommodate New Year's celebrations. S.B. 131 seeks to address this issue.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
S.B. 131 amends the Alcoholic Beverage Code to expand the hours during which the holder of a winery permit is authorized to sell, offer for sale, and deliver wine, and during which a person is authorized to consume wine on the premises of a winery, to include between midnight and 2 a.m. on New Year's Day.
