AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
The rigorous standards of the United States service academies breed excellence among those with the discipline and fortitude to persevere through them and earn their degree. However, a diploma is not the only thing achieved upon graduation. Many cadets choose to accept a commission and enter into the service of our country.
S.B. 165 amends Section 504.309 (Military Academy License Plates), Transportation Code, to allow current or former commissioned officers who graduated from the Merchant Marine and Coast Guard service academies to display their achievement through a specialized license plate. Enacting this law would enable the brave men and women of Texas who have earned this achievement to express their esprit de corps.
As proposed, S.B. 165 amends current law relating to the issuance of specialty license plates to officers of the United States armed forces who graduated from certain United States military academies.
RULEMAKING AUTHORITY
This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.
SECTION BY SECTION ANALYSIS
SECTION 1. Amends Section 504.309, Transportation Code, to require the Texas Department of Motor Vehicles to issue specialty license plates for certain persons, including persons who are graduates of the United States Merchant Marine Academy and the United States Coast Guard Academy.
SECTION 2. Effective date: September 1, 2013.
