Committee Report (Unamended) |
BACKGROUND AND PURPOSE
Interested parties contend that the corridors allowing for the movement of oversize and overweight vehicles carrying cargo in Chambers County should be extended to include access to certain industrial parks located in the county because the extension would provide a safe and efficient route for the movement of those vehicles through the industrial area. The parties maintain that this corridor will help facilitate port-related cargo transportation between facilities and businesses along certain corridors. S.B. 274 seeks to allow for the movement of equipment and commodities to the many business parks and facilities located in Chambers County.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
S.B. 274 amends the Transportation Code to identify the portions of certain state highways in Chambers County on which the Texas Transportation Commission has authorized the county to issue permits for the movement of oversize or overweight vehicles carrying cargo. The bill specifies that in addition to other roads, such a permit may authorize the transport of cargo on the frontage road of State Highway 99 between its crossing with Cedar Bayou and its intersection with Interstate Highway 10, rather than on the frontage road of State Highway 99 located in the Cedar Crossing Business Park, and on Farm-to-Market Road 565 from its intersection with Farm-to-Market Road 1405 to its intersection with State Highway 99, rather than on Farm-to-Market Road 565 from its intersection with Farm-to-Market Road 1405 east approximately 6,200 linear feet to the western edge of the 10-foot pipeline easement recorded at volume 351, page 760, of the Chambers County deed records.
