BACKGROUND AND PURPOSE

Recent legislation changed eligibility requirements for the tuition equalization grant program, in part by creating two categories of eligible grant recipients: students who received their initial award before September 1, 2005, meaning the original program, and students who received their initial award on or after September 1, 2005, the revised program. S.B. 490 seeks to provide for the expiration of tuition equalization grant requirements for grants awarded before the 2005-2006 academic year.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

S.B. 490 amends the Education Code to make provisions establishing eligibility for a tuition equalization grant for a person initially awarded a grant before the 2005-2006 academic year inapplicable to the eligibility requirements for grants awarded for an academic year after the 2014-2015 academic year and to set those provisions to expire January 1, 2016.

EFFECTIVE DATE

On passage, or, if the bill does not receive the necessary vote, September 1, 2013.
