AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Currently, disabled veterans are able to apply for and obtain license plates that identify them as being a disabled veteran of the United States (U.S.) Armed Forces, commonly referred to as "DV plates."

 

S.B. 530 creates DV plates that have branch specific notations to identify the veteran not only as a disabled veteran, but as a disabled veteran of the U.S. Army, Navy, Air Force, Marines, or Coast Guard.

 

S.B. 530 amends current law relating to the inclusion of the emblem of the veteran's branch of service on Disabled Veteran specialty license plates.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 504.202(e-1), Transportation Code, as follows:

 

(e-1) Authorizes license plates issued under this section, other than license plates issued under Subsection (h) (relating to a person entitled to receive specialized license plates), to include, on request, the emblem of the veteran's branch of service or one emblem from another license plate to which the person is entitled under Section 504.308 (Distinguished Flying Cross Medal Recipients), 504.315 (Military Specialty License Plates for Extraordinary Service), or 504.316 (Legion of Merit Medal Recipients).  Deletes existing text authorizing license plates issued under this section to a person also entitled to license plates issued under Section 504.308, 504.315, 504.316, at the request of the person, to include one emblem from the other license plates to which the person is entitled.

 

SECTION 2.  Effective date: September 1, 2013.
