AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Under the Education Code, each school district is required to participate in the Public Education Information Management System (PEIMS).  PEIMS is a system that compiles aggregated information about all students in public education. PEIMS provides student data in the areas of student demographics and academic performance, personnel, and school district finances.  Students are tracked under PEIMS codes based on different distinguishing characteristics.  At present, because there is no PEIMS code for students in foster care, students in foster care are not being tracked and there is a lack of helpful information about these students. 

 

S.B. 833 amends the Education Code by creating a code in PEIMS, which allows school districts to track data on students in foster care, and requiring that the Texas Education Agency specifically aggregate that data.

 

S.B. 833 amends current law relating to the collection of data through the Public Education Information Management System (PEIMS) as to the foster care status of public school students.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 7.029, Education Code, by adding Subsection (b-1), to require the Texas Education Agency (TEA), in carrying out Subsection (a)(2) (relating to requiring TEA to provide the Department of Family and Protective Services with aggregate information regarding education outcomes of certain students), to specifically aggregate data in the Public Education Information Management System (PEIMS) regarding students in foster care.

 

SECTION 2.  Effective date:  upon passage or September 1, 2013.
