BACKGROUND AND PURPOSE

 

A decade ago, legislation converted rural fire prevention districts to emergency services districts, which assumed all obligations and outstanding indebtedness of the predecessor rural fire prevention districts. S.B. 1425 seeks to clarify district powers and duties with regard to the provision of fire prevention or fire-fighting services by certain emergency services districts.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

S.B. 1425 amends the Health and Safety Code to authorize an emergency services district that was formerly a rural fire prevention district and that is not otherwise prohibited by statute from providing fire prevention or fire-fighting services to provide those services.

 

EFFECTIVE DATE

 

September 1, 2013.
