BACKGROUND AND PURPOSE
Currently, certain counties can impose an additional vehicle registration fee, the revenue of which may be used for transportation projects. Interested parties seek to have this authority granted to different counties, such as Webb County. C.S.S.B. 1605 seeks to address this issue.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
C.S.S.B. 1605 amends the Transportation Code to remove the maximum 300,000 population requirement for the largest municipality in a county that borders the United Mexican States and has a population of more than 300,000 for the commissioners court of the county to be authorized to impose an additional vehicle registration fee not to exceed $10. The bill clarifies that the revenue collected from the additional fee is required to be sent to a regional mobility authority located in the county to fund long-term transportation projects in the county.
