AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

S.B. 1638 amends the Government Code to require the Texas Economic Development Bank to include an analysis of the performance of each individual enterprise project, compiled from information obtained under Sections 2303.205 (Annual Report) and 2303.504(c) (relating to the comptroller of public accounts of the State of Texas being required to report to the bank certain information regarding jobs and tax refunds) regarding the enterprise zone program in the report required by Section 489.107 (Annual Report).

 

As proposed, S.B. 1638 amends current law relating to information included in the report of the Texas Economic Development Bank regarding the enterprise zone program.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Section 2303.052, Government Code, as follows:

 

Sec. 2303.052. BANK REPORT REGARDING PROGRAM. Requires the Texas Economic Development Bank (bank) to include the following information regarding the enterprise zone program in the report required by Section 489.107 (Annual Report):

 

(1)-(2) Makes no changes to these subdivisions;

 

(3) an analysis of the performance of each individual enterprise project, compiled from information obtained under Sections 2303.205 (Annual Report) and 2303.504(c) (relating to the comptroller of public accounts of the State of Texas being required to report to the bank certain information regarding jobs and tax refunds); and

 

(4) Redesignates existing Subdivision (3) as Subdivision (4) and makes no further changes.

 

SECTION 2. Effective date: upon passage or September 1, 2013.
