S.B. 1852

By: Paxton

Special Purpose Districts

Committee Report (Unamended)

BACKGROUND AND PURPOSE

Interested parties note the need to amend the powers of the Collin County Water Control and Improvement District No. 3 to include, among other things, the power to undertake certain road improvements because the parties contend that road infrastructure is necessary to promote the development of the district. S.B. 1852 seeks to address this concern.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

The bill establishes that the district retains all rights, powers, privileges, authorities, duties, and functions that it had before the bill's effective date.

EFFECTIVE DATE

On passage, or, if the bill does not receive the necessary vote, September 1, 2013.
