A BILL TO BE ENTITLED
 
AN ACT
  relating to an electronic means for voters to determine the status
  of ballots submitted by mail.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 86.011, Election Code, is amended by
  adding Subsection (e) to read as follows:
         (e)  This subsection applies only to an election held in a
  county with a population of 20,000 or more in which a federal office
  appears on the ballot.  The early voting clerk shall make the unique
  identification number described by Section 86.013(h) available on
  the county's website and indicate whether the return of the
  official carrier envelope associated with the number is timely.
         SECTION 2.  Section 86.013, Election Code, is amended by
  adding Subsection (h) to read as follows:
         (h)  This subsection applies only to an election held in a
  county with a population of 20,000 or more in which a federal office
  appears on the ballot.  The secretary of state by rule shall require
  that a detachable receipt be attached to the official carrier
  envelope and a unique identification number be printed on the
  receipt and the reverse side of the envelope.
         SECTION 3.  Sections 86.011(e) and 86.013(h), Election Code,
  as added by this Act, apply only to an election ordered on or after
  September 1, 2013.
         SECTION 4.  This Act takes effect September 1, 2013.
