A BILL TO BE ENTITLED
 
AN ACT
  relating to a study regarding the effect on birth rates in this
  state of the restructured system of providing certain women's
  health care and family planning services in this state.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  (a) In this section, "commission" means the
  Health and Human Services Commission.
         (b)  The commission, using existing resources, shall conduct
  a study to examine the effect on unintended birth rates in this
  state of the changes in law made by Chapter 7 (S.B. 7), Acts of the
  82nd Legislature, 1st Called Session, 2011, to restructure the
  system of providing certain women's health care and family planning
  services.
         (c)  The commission shall prepare a report that makes
  findings and recommendations regarding the issues studied under
  Subsection (b) of this section.
         (d)  Not later than December 1, 2014, the commission shall
  submit to the governor, lieutenant governor, and speaker of the
  house of representatives the report prepared under Subsection (c)
  of this section.
         SECTION 2.  This Act expires September 1, 2015.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2013.
