A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to a study regarding the effect on birth rates in this |
|
state of the restructured system of providing certain women's |
|
health care and family planning services in this state. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. (a) In this section, "commission" means the |
|
Health and Human Services Commission. |
|
(b) The commission, using existing resources, shall conduct |
|
a study to examine the effect on unintended birth rates in this |
|
state of the changes in law made by Chapter 7 (S.B. 7), Acts of the |
|
82nd Legislature, 1st Called Session, 2011, to restructure the |
|
system of providing certain women's health care and family planning |
|
services. |
|
(c) The commission shall prepare a report that makes |
|
findings and recommendations regarding the issues studied under |
|
Subsection (b) of this section. |
|
(d) Not later than December 1, 2014, the commission shall |
|
submit to the governor, lieutenant governor, and speaker of the |
|
house of representatives the report prepared under Subsection (c) |
|
of this section. |
|
SECTION 2. This Act expires September 1, 2015. |
|
SECTION 3. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2013. |
