A BILL TO BE ENTITLED
 
AN ACT
  relating to the service areas of certain junior college districts.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter J, Chapter 130, Education Code, is
  amended by adding Section 130.1615 to read as follows:
         Sec. 130.1615.  JUNIOR COLLEGE DISTRICT SERVICE AREA
  TERRITORY. A reassignment of territory from the service area of one
  junior college district to the service area of another junior
  college district made by an amendment to this subchapter enacted on
  or after September 1, 2013, does not include territory located
  within the boundaries of the taxing district of the junior college
  district from whose service area the territory is removed unless
  the Act making the reassignment expressly provides that the
  reassigned territory includes territory located within the
  boundaries of the taxing district of that junior college district.
         SECTION 2.  Section 130.186, Education Code, is amended to
  read as follows:
         Sec. 130.186.  LEE COLLEGE DISTRICT SERVICE AREA. The
  service area of the Lee College District includes the territory
  within:
               (1)  the Goose Creek Consolidated Independent School
  District; and
               (2)  the Crosby, Dayton, Liberty, Barbers Hill,
  Anahuac, [Huffman,] Devers, East Chambers, Hardin, and
  Hull-Daisetta independent school districts.
         SECTION 3.  Section 130.191, Education Code, is amended to
  read as follows:
         Sec. 130.191.  LONE STAR COLLEGE SYSTEM DISTRICT SERVICE
  AREA.  The service area of the Lone Star College System District
  includes the territory within:
               (1)  the Aldine, Conroe, Cypress-Fairbanks, Huffman,
  Humble, New Caney, Spring, Tomball, Magnolia, Willis, Montgomery,
  Splendora, Cleveland, Tarkington, and Klein independent school
  districts; and
               (2)  the Huntsville and New Waverly independent school
  districts in Walker County.
         SECTION 4.  The change in law made by this Act applies
  beginning with the 2013 fall semester, except that during the
  2013-2014 academic year the Lee College District may continue to
  treat the area removed by this Act from the district's service area
  as if the area were still in the district's service area as
  necessary to avoid an unreasonable interruption of junior college
  services in the area.
         SECTION 5.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2013.
