A BILL TO BE ENTITLED
 
AN ACT
  relating to the establishment of the veterinarian-client-patient
  relationship.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 801.351, Occupations Code, is amended by
  adding Subsection (a-1) and amending Subsection (b) to read as
  follows:
         (a-1)  For purposes of Subsection (a)(1), an animal shelter
  may be considered the caretaker of an animal regardless of whether
  the shelter owns the animal.
         (b)  A veterinarian possesses sufficient knowledge of the
  animal for purposes of Subsection (a)(2) if the veterinarian has
  recently seen, or is personally acquainted with, the keeping and
  care of the animal by:
               (1)  examining the animal; or
               (2)  making medically appropriate and timely visits to
  the premises, including an animal shelter, where [on which] the
  animal is kept.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2013.
