A BILL TO BE ENTITLED
 
AN ACT
  relating to including community and student engagement performance
  in rating school districts and campuses under the public school
  accountability system.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter C, Chapter 39, Education Code, is
  amended by adding Section 39.0541 to read as follows:
         Sec. 39.0541.  PERFORMANCE REGARDING COMMUNITY AND STUDENT
  ENGAGEMENT. (a) In assigning the district or campus a performance
  rating under Section 39.054, the commissioner, in addition to
  considering performance on student achievement indicators under
  Section 39.053(c), shall consider whether a school district or
  campus has established and supports programs with demonstrated
  success in increasing parental involvement, student engagement,
  and high school completion.
         (b)  In adopting rules to evaluate district and campus
  performance under Section 39.054(a), the commissioner shall
  develop a method for evaluating the performance of each district
  and campus that has established programs described by Subsection
  (a) and the performance of the programs in each of those districts
  and campuses.
         (c)  For purposes of this section, a program described by
  Subsection (a) includes:
               (1)  programs that establish a partnership between
  schools and business and other organizations in school communities
  to share resources;
               (2)  mentoring programs that foster student academic
  development;
               (3)  programs that promote financial investment from
  individuals in the community and business and other community
  organizations to provide schools with opportunities to establish
  and sustain an environment of educational excellence; and
               (4)  extracurricular programs.
         SECTION 2.  This Act applies beginning with the 2013-2014
  school year.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2013.
