A BILL TO BE ENTITLED
 
AN ACT
  relating to requirements for certain forms provided by a voter
  registrar.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 13.040, Election Code, is amended by
  adding Subsection (a-1) and amending Subsections (b) and (e) to
  read as follows:
         (a-1)  A form for a receipt prescribed by this section must
  be provided to a volunteer deputy registrar in all languages in
  which ballots in the county are required to be printed under Chapter
  272.
         (b)  The receipt must contain:
               (1)  the name of the applicant and, if applicable, the
  name of the applicant's agent; [and]
               (2)  the date the completed application is submitted to
  the volunteer deputy; and
               (3)  the printed name of the volunteer deputy.
         (e)  The secretary of state shall develop procedures to
  ensure compliance with [may prescribe a procedure that is an
  alternative to the procedure prescribed by] this section [that will
  ensure the accountability of the registration applications].
         SECTION 2.  Section 272.011(b), Election Code, is amended to
  read as follows:
         (b)  The secretary of state shall prepare the translation for
  election materials required to be provided in a language other than
  English or Spanish for the following state prescribed voter forms:
               (1)  voter registration application form required by
  Section 13.002;
               (2)  the registration application receipt required by
  Section 13.040;
               (3) [(2)]  the confirmation form required by Section
  15.051;
               (4) [(3)]  the voting instruction poster required by
  Section 62.011;
               (5) [(4)]  the statement of residence form required by
  Section 63.0011;
               (6) [(5)]  the provisional ballot affidavit required
  by Section 63.011;
               (7) [(6)]  the application for a ballot by mail
  required by Section 84.011;
               (8) [(7)]  the carrier envelope and voting
  instructions required by Section 86.013; and
               (9) [(8)]  any other voter forms that the secretary of
  state identifies as frequently used and for which state resources
  are otherwise available.
         SECTION 3.  Section 272.007(a), Election Code, is amended to
  read as follows:
         (a)  Except as otherwise provided by this section, the
  secretary of state shall prepare the Spanish translation for the
  bilingual election materials required by Sections 272.005 and
  272.006 and the registration application receipt required by
  Section 13.040.
         SECTION 4.  The changes in law made by this Act apply only to
  a receipt issued for a voter registration application submitted on
  or after the effective date of this Act. A receipt issued for a
  voter registration application submitted before the effective date
  of this Act is governed by the law in effect when the receipt was
  issued, and the former law is continued in effect for that purpose.
         SECTION 5.  This Act takes effect September 1, 2013.
