        |  | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | 
      
        |  | SECTION 1.  Section 51.821(4), Education Code, is amended to | 
      
        |  | read as follows: | 
      
        |  | (4)  "Participating medical school" means each of the | 
      
        |  | following entities: | 
      
        |  | (A)  the medical school at The University of Texas | 
      
        |  | Health Science Center at Houston; | 
      
        |  | (B)  the medical school at The University of Texas | 
      
        |  | Southwestern Medical Center [ at Dallas]; | 
      
        |  | (C)  the medical school at The University of Texas | 
      
        |  | Health Science Center at San Antonio; | 
      
        |  | (D)  the medical school at The University of Texas | 
      
        |  | Medical Branch at Galveston; |

        |  | SECTION 2.  Section 55.1722(a), Education Code, is amended | 
      
        |  | to read as follows: | 
      
        |  | (a)  In addition to the other authority granted by this | 
      
        |  | subchapter, the board of regents of The University of Texas System | 
      
        |  | may acquire, purchase, construct, improve, renovate, enlarge, or | 
      
        |  | equip property, buildings, structures, facilities, roads, or | 
      
        |  | related infrastructure for the following institutions to be | 
      
        |  | financed by the issuance of bonds in accordance with this | 
      
        |  | subchapter, including bonds issued in accordance with its | 
      
        |  | systemwide revenue financing program and secured as provided by | 
      
        |  | that program in aggregate principal amounts not to exceed the |

        |  | renovate and develop space at the Founders Hall, Founders Annex, |

        |  | construct a biomedical and health sciences research center; | 
      
        |  | (5)  The University of Texas--Pan American, | 
      
        |  | $29,950,000 for education complex, library, and multipurpose |

        |  | $5,610,000 for integrated Mesa Building renovations and gymnasium |

        |  | Houston, $19,550,000 to construct or purchase a classroom building | 
      
        |  | that includes facilities for clinical teaching and clinical |

        |  | San Antonio, $28.9 million to construct a facility for student | 
      
        |  | services and academic administration and to construct and develop a | 
      
        |  | facility at the Laredo Extension Campus for educational and |

        |  | (13)  the Regional Academic Health Center established | 
      
        |  | under Section 74.611, $25.5 million to construct a teaching and | 
      
        |  | learning laboratory in or near the city of Harlingen; | 
      
        |  | (14)  The University of Texas Health Center at Tyler, | 
      
        |  | $11,513,250 to construct a biomedical research center addition; and | 
      
        |  | (15)  The University of Texas M. D. Anderson Cancer | 
      
        |  | Center, $20 million to construct a basic sciences research | 
      
        |  | building. | 
      
        |  | SECTION 4.  Section 55.1742(c), Education Code, is amended | 
      
        |  | to read as follows: | 
      
        |  | (c)  In addition to the other authority granted by this | 
      
        |  | subchapter, the board of regents of The University of Texas System | 
      
        |  | may acquire, purchase, construct, improve, renovate, enlarge, or | 
      
        |  | equip property, buildings, structures, or other facilities, | 
      
        |  | including roads and related infrastructure, for The University of | 
      
        |  | Texas Southwestern Medical Center [ at Dallas], to be used primarily | 
      
        |  | to conduct biomedical research and to be financed by the issuance of | 
      
        |  | bonds in accordance with this subchapter, including bonds issued in | 
      
        |  | accordance with a systemwide revenue financing program and secured | 
      
        |  | as provided by that program, in an aggregate principal amount not to | 
      
        |  | exceed $56 million. | 
      
        |  | SECTION 5.  Section 55.1752(a), Education Code, is amended | 
      
        |  | to read as follows: | 
      
        |  | (a)  In addition to the other authority granted by this | 
      
        |  | subchapter, the board of regents of The University of Texas System | 
      
        |  | may acquire, purchase, construct, improve, renovate, enlarge, or |

        |  | SECTION 6.  Section 61.003(5), Education Code, is amended to | 
      
        |  | read as follows: | 
      
        |  | (5)  "Medical and dental unit" means The Texas A&M | 
      
        |  | University System Health Science Center and its component | 
      
        |  | institutions, agencies, and programs; The University of Texas |

        |  | SECTION 15.  Section 121.102, Health and Safety Code, is |

        |  | health consortium composed of: |

        |  | SECTION 16.  Section 155.104(b), Occupations Code, is | 
      
        |  | amended to read as follows: | 
      
        |  | (b)  The board may issue a faculty temporary license to | 
      
        |  | practice medicine to a physician as provided by this section.  The | 
      
        |  | physician: | 
      
        |  | (1)  must hold a current medical license that is | 
      
        |  | unrestricted and not subject to a disciplinary order or probation | 
      
        |  | in another state or a Canadian province or have completed at least | 
      
        |  | three years of postgraduate residency; | 
      
        |  | (2)  may not hold a medical license in another state or | 
      
        |  | a Canadian province that has any restrictions, disciplinary orders, | 
      
        |  | or probation; | 
      
        |  | (3)  must pass the Texas medical jurisprudence | 
      
        |  | examination; and | 
      
        |  | (4)  must hold a salaried faculty position equivalent | 
      
        |  | to at least the level of assistant professor and be working | 
      
        |  | full-time at one of the following institutions: | 
      
        |  | (A)  The University of Texas Medical Branch at | 
      
        |  | Galveston; | 
      
        |  | (B)  The University of Texas Southwestern Medical | 
      
        |  | Center [ at Dallas]; | 
      
        |  | (C)  The University of Texas Health Science Center |

        |  | SECTION 17.  (a)  The name of The University of Texas | 
      
        |  | Southwestern Medical Center at Dallas is changed to The University | 
      
        |  | of Texas Southwestern Medical Center. | 
      
        |  | (b)  A reference in law to The University of Texas | 
      
        |  | Southwestern Medical Center at Dallas means The University of Texas | 
      
        |  | Southwestern Medical Center. | 
      
        |  | (c)  An appropriation for the use and benefit of The | 
      
        |  | University of Texas Southwestern Medical Center at Dallas is | 
      
        |  | available for the use and benefit of The University of Texas | 
      
        |  | Southwestern Medical Center. | 
      
        |  | (d)  The board of regents of The University of Texas System | 
      
        |  | and The University of Texas Southwestern Medical Center at Dallas | 
      
        |  | shall ensure that the change of the name made by this Act is | 
      
        |  | implemented with as little unnecessary cost as possible.  The | 
      
        |  | medical center shall, to the maximum extent practicable, use all | 
      
        |  | stationery and other consumable supplies that are printed with the | 
      
        |  | institution's former name and are in its possession on the | 
      
        |  | effective date of this Act. | 
      
        |  | SECTION 18.  This Act takes effect September 1, 2013. |
