A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to payments made to certain voter registrars for certain |
|
|
voter registration activities. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Section 19.004, Election Code, is amended by |
|
|
adding Subsection (e) to read as follows: |
|
|
(e) Notwithstanding Section 19.002(a), the secretary of |
|
|
state may refuse to make a payment under this chapter for |
|
|
registrations that the secretary of state believes to have been |
|
|
obtained in an excessively partisan manner. The secretary of state |
|
|
shall prescribe rules necessary to implement this subsection and |
|
|
shall provide guidelines regarding this subsection to the county |
|
|
chairs of each political party that holds primary elections in this |
|
|
state. |
|
|
SECTION 2. This Act takes effect immediately if it receives |
|
|
a vote of two-thirds of all the members elected to each house, as |
|
|
provided by Section 39, Article III, Texas Constitution. If this |
|
|
Act does not receive the vote necessary for immediate effect, this |
|
|
Act takes effect September 1, 2013. |
