A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to requiring general academic teaching institutions to |
|
study and report the feasibility of certain administrative staff |
|
budget reductions. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter H, Chapter 51, Education Code, is |
|
amended by adding Section 51.407 to read as follows: |
|
Sec. 51.407. STUDY AND REPORT REGARDING FEASIBILITY OF |
|
CERTAIN ADMINISTRATIVE STAFF BUDGET REDUCTIONS. (a) In this |
|
section: |
|
(1) "Administrative staff" does not include any staff |
|
member who directly supports instruction or research at a general |
|
academic teaching institution. |
|
(2) "General academic teaching institution" has the |
|
meaning assigned by Section 61.003. |
|
(b) Each general academic teaching institution shall |
|
conduct a study to evaluate the feasibility of reducing by 10 |
|
percent the portion of the institution's annual operating budget |
|
allocated for administrative staff. |
|
(c) Not later than September 1, 2014, each general academic |
|
teaching institution shall complete the study required by |
|
Subsection (b) and submit to the governor, the lieutenant governor, |
|
the speaker of the house of representatives, the presiding officer |
|
of each legislative standing committee with primary jurisdiction |
|
over higher education, and the Legislative Budget Board a detailed |
|
report summarizing the results of the study and identifying any |
|
relevant issues the institution determines would be helpful in |
|
making decisions concerning the feasibility of the budget |
|
reduction. |
|
(d) Section 51.404 does not apply to a report under this |
|
section. |
|
(e) This section expires January 1, 2015. |
|
SECTION 2. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2013. |
