A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to the manner in which school districts are ranked for |
|
purposes of the instructional facilities allotment. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Section 46.006, Education Code, is amended by |
|
adding Subsections (c-1) and (c-2) and amending Subsection (d) to |
|
read as follows: |
|
(c-1) A district's wealth per student is reduced by 15 |
|
percent for purposes of this section if the district demonstrates |
|
to the commissioner's satisfaction that the district will use |
|
cost-effective construction and design practices in furtherance of |
|
the project for which the district seeks assistance. The reduction |
|
is in addition to any reduction under Subsection (a), (b), or (c) |
|
and is computed before the district's wealth per student is reduced |
|
under those subsections, if applicable. |
|
(c-2) A district's wealth per student is reduced by 15 |
|
percent for purposes of this section if the district has entered |
|
into a dual-use facility arrangement with a junior college or other |
|
institution of higher education, as defined by Section 61.003, |
|
regardless of whether the arrangement involves the project for |
|
which the district seeks assistance. The reduction is in addition |
|
to any reduction under Subsection (a), (b), (c), or (c-1) and is |
|
computed before the district's wealth per student is reduced under |
|
those subsections, if applicable. |
|
(d) The commissioner shall adjust the rankings after making |
|
the reductions in wealth per student required by Subsections (a), |
|
(b), [and] (c), (c-1), and (c-2). |
|
SECTION 2. This Act takes effect September 1, 2013. |
