A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to the preference given by state agencies for certain |
|
|
goods and services produced or offered by small businesses. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Subchapter H, Chapter 2155, Government Code, is |
|
|
amended by adding Section 2155.454 to read as follows: |
|
|
Sec. 2155.454. PREFERENCE FOR SMALL BUSINESS. (a) In this |
|
|
section, "small business" has the meaning assigned by Section |
|
|
2155.505. |
|
|
(b) The comptroller and each state agency that enters into a |
|
|
contract for the purchase of goods or services with a value of less |
|
|
than $500,000 shall give preference to goods or services produced |
|
|
or offered by a small business. |
|
|
(c) The comptroller may adopt rules to implement this |
|
|
section. |
|
|
SECTION 2. The change in law made by this Act applies only |
|
|
to a contract for goods or services that is entered into on or after |
|
|
the effective date of this Act. A contract entered into before the |
|
|
effective date of this Act is governed by the law in effect on the |
|
|
date the contract was entered into, and the former law is continued |
|
|
in effect for that purpose. |
|
|
SECTION 3. This Act takes effect September 1, 2013. |
