A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to the appointment of a state cybersecurity coordinator. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Chapter 2054, Government Code, is amended by |
|
adding Subchapter O to read as follows: |
|
SUBCHAPTER O. STATE CYBERSECURITY |
|
Sec. 2054.551. CYBERSECURITY COORDINATOR. The executive |
|
director shall designate an employee of the department as the state |
|
cybersecurity coordinator to oversee cybersecurity matters for |
|
this state. |
|
Sec. 2054.552. PRIVATE INDUSTRY-GOVERNMENT COUNCIL. The |
|
state cybersecurity coordinator may establish a council that |
|
includes public and private sector leaders and cybersecurity |
|
practitioners to collaborate on matters of cybersecurity |
|
concerning this state. |
|
Sec. 2054.553. CYBERSECURITY APPROVAL SEAL. The state |
|
cybersecurity coordinator may establish a voluntary program that |
|
recognizes private and public entities functioning with exemplary |
|
cybersecurity practices. |
|
Sec. 2054.554. RECOMMENDATIONS. The state cybersecurity |
|
coordinator may implement any portion or all of the recommendations |
|
made by the Cybersecurity, Education, and Economic Development |
|
Council under Subchapter N. |
|
SECTION 2. Not later than December 31, 2013, the executive |
|
director of the Department of Information Resources shall designate |
|
a state cybersecurity coordinator, as required by Section 2054.551, |
|
Government Code, as added by this Act. |
|
SECTION 3. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect on the 91st day after the last day of the |
|
legislative session. |
