A BILL TO BE ENTITLED
 
AN ACT
  relating to limitations on student participation in certain
  extracurricular competitions.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Chapter 33, Education Code, is amended by adding
  Section 33.0813 to read as follows:
         Sec. 33.0813.  SCHOOL DISTRICT POLICY ON STUDENT
  PARTICIPATION IN CERTAIN EXTRACURRICULAR COMPETITIONS.  (a)  The
  University Interscholastic League shall not adopt or enforce any
  rule that limits the ability of an independent school district to
  adopt a policy that allows one or more high schools from that
  district to sponsor academic or fine arts teams in
  school-sanctioned academic or fine arts competitions as
  representatives of their school on the basis of whether or not a
  competition takes place on a Sunday.
         (b)  The University Interscholastic League shall not adopt
  or enforce any rule that penalizes a student competitor who
  participates in one or more academic or fine arts competitions that
  take place on a Sunday if their independent school district has
  adopted a policy permitting their high school to sponsor
  participants in Sunday competitions.
         (c)  This section does not prohibit the adoption or
  enforcement of rules that limit participation based on academic,
  disciplinary or other relevant grounds.
         SECTION 2.  This Act takes effect September 1, 2013.
