A BILL TO BE ENTITLED
 
AN ACT
  relating to restrictions on activities a poll watcher may perform
  while on duty.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 33.058(a), Election Code, is amended to
  read as follows:
         (a)  While on duty, a watcher may not:
               (1)  converse with an election officer regarding the
  election, except to call attention to an irregularity or violation
  of law;
               (2)  converse with a voter; [or]
               (3)  communicate in any manner with a voter regarding
  the election; or
               (4)  use any device to produce or make an audio, visual,
  or audiovisual broadcast, recording, or photograph.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2013.
