A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to a study administered by the Texas Department of Motor |
|
Vehicles to research the safety and economic impact of in-vehicle |
|
safety devices for motor vehicles. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Chapter 750, Transportation Code, is amended by |
|
adding Section 750.004 to read as follows: |
|
Sec. 750.004. STUDY OF IN-VEHICLE SAFETY DEVICES FOR MOTOR |
|
VEHICLES. (a) In this section, "in-vehicle safety device" means an |
|
in-vehicle device that: |
|
(1) for a motor vehicle, other than an authorized |
|
emergency vehicle, is a self-contained radio receiver that: |
|
(A) detects the approach of an authorized |
|
emergency vehicle, flashes lights to draw the driver's attention, |
|
and receives and plays a unique coded message instructing the |
|
driver; and |
|
(B) detects stationary transmitters warning of |
|
highway conditions and cautionary situations, including school |
|
crossing zones and construction or maintenance work zones, flashes |
|
lights to draw the driver's attention, and receives and plays a |
|
unique coded message instructing the driver; |
|
(2) for an authorized emergency vehicle, is fitted |
|
with a transmitter that activates automatically with the siren and |
|
emergency lighting system of the vehicle to transmit a unique |
|
emergency message to devices described by Subdivision (1) in the |
|
vicinity; and |
|
(3) is powered by a rechargeable battery and a solar |
|
cell. |

(b) The Texas Department of Motor Vehicles shall conduct a |
|
study to research the safety and economic impact of in-vehicle |
|
safety devices for motor vehicles. |
|
(c) This section expires, January 1, 2015. |
|
SECTION 2. Not later than December 1, 2014, the Texas |
|
Department of Motor Vehicles shall deliver a report to each house of |
|
the legislature on the information collected under section 750.004, |
|
Transportation Code. |
|
SECTION 3. This Act takes effect September 1, 2013. |
