A BILL TO BE ENTITLED

AN ACT
|

|
relating to the adoption of rules by state agencies. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Subchapter B, Chapter 2001, Government Code, is |
|
|
amended by adding Section 2001.0205 to read as follows: |
|
|
Sec. 2001.0205. ADOPTION OF RULES. A state agency may adopt |
|
|
only rules that fulfill a purpose established by the constitutional |
|
|
or statutory law governing the state agency and that are within the |
|
|
state agency's authority to adopt. |
|
|
SECTION 2. This Act takes effect September 1, 2013. |
