A BILL TO BE ENTITLED
 
AN ACT
  relating to the definition of victim for the purpose of restitution
  liens.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 1(4), Article 42.22, Code of Criminal
  Procedure, is amended to read as follows:
         (4)  "Victim" means:
               (A)  a "close relative of a deceased victim," "guardian
  of a victim," or "victim," as those terms are defined by Article
  56.01 of this code; [or]
               (B)  an individual who suffers damages as a result of
  another committing an offense under Section 38.04, Penal Code, in
  which the defendant used a motor vehicle while the defendant was in
  flight; or
               
  (C)  an individual who suffers financial damages as a
  result of another committing a felony offense under Title 7, Penal
  Code.
         SECTION 2.  The change in law made by this Act applies only
  to a victim of a criminal offense committed on or after the
  effective date of this Act. A victim of a criminal offense
  committed before the effective date of this Act is governed by the
  law in effect on the date the offense was committed, and the former
  law is continued in effect for that purpose. For purposes of this
  section, a criminal offense was committed before the effective date
  of this Act if any element of the offense occurred before that date.
         SECTION 3.  This Act takes effect September 1, 2013.
