A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to an appropriation of money from the economic |
|
|
stabilization fund to be used for public education. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. The amount of $4 billion is appropriated from the |
|
|
economic stabilization fund to the Texas Education Agency for the |
|
|
Foundation School Program under Chapter 42, Education Code, for the |
|
|
state fiscal biennium beginning September 1, 2013. |
|
|
SECTION 2. The amount of $1,400,000,000 is appropriated |
|
|
from the economic stabilization fund for the state fiscal biennium |
|
|
beginning September 1, 2013, to the Texas Education Agency for the |
|
|
purpose of restoring funding to grant programs administered by the |
|
|
agency to the level at which the programs were funded by the state |
|
|
for the state fiscal biennium ending August 31, 2011. If the amount |
|
|
appropriated under this section is insufficient to restore funding |
|
|
for each grant program to that level, the agency shall allocate |
|
|
funds to each program proportionately, based on the ratio of the |
|
|
amount that funds were reduced from the program to the total amount |
|
|
of reductions for all grant programs administered by the agency. |
|
|
SECTION 3. This Act takes effect September 1, 2013 if it |
|
|
receives a vote of two-thirds of the members present in each house |
|
|
of the legislature, as provided by Section 49-g(m), Article III, |
|
|
Texas Constitution. |
