A BILL TO BE ENTITLED
 
AN ACT
  relating to an appropriation of money from the economic
  stabilization fund to be used for public education.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  The amount of $4 billion is appropriated from the
  economic stabilization fund to the Texas Education Agency for the
  Foundation School Program under Chapter 42, Education Code, for the
  state fiscal biennium beginning September 1, 2013.
         SECTION 2.  The amount of $1,400,000,000 is appropriated
  from the economic stabilization fund for the state fiscal biennium
  beginning September 1, 2013, to the Texas Education Agency for the
  purpose of restoring funding to grant programs administered by the
  agency to the level at which the programs were funded by the state
  for the state fiscal biennium ending August 31, 2011. If the amount
  appropriated under this section is insufficient to restore funding
  for each grant program to that level, the agency shall allocate
  funds to each program proportionately, based on the ratio of the
  amount that funds were reduced from the program to the total amount
  of reductions for all grant programs administered by the agency.
         SECTION 3.  This Act takes effect September 1, 2013 if it
  receives a vote of two-thirds of the members present in each house
  of the legislature, as provided by Section 49-g(m), Article III,
  Texas Constitution.
