A BILL TO BE ENTITLED
 
AN ACT
  relating to motor vehicle registration requirements for active duty
  military personnel stationed in or assigned to another state or
  nation.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter C, Chapter 502, Transportation Code,
  is amended by adding Section 502.0901 to read as follows:
         Sec. 502.0901.  TEMPORARY EXEMPTION FOR VEHICLES OF CERTAIN
  MILITARY PERSONNEL.  Section 502.040(a) does not apply to the
  renewal of registration by a person who:
               (1)  is a resident of this state;
               (2)  is on active duty in the armed forces of the United
  States; and
               (3)  is stationed in or assigned to another state or
  nation under military orders on the date the person's registration
  renewal becomes due.
         SECTION 2.  Section 683.077(a), Transportation Code, is
  amended to read as follows:
         (a)  Procedures adopted under Section 683.074 or 683.0765
  may not apply to a vehicle or vehicle part:
               (1)  that is completely enclosed in a building in a
  lawful manner and is not visible from the street or other public or
  private property; [or]
               (2)  that is stored or parked in a lawful manner on
  private property in connection with the business of a licensed
  vehicle dealer or junkyard, or that is an antique or special
  interest vehicle stored by a motor vehicle collector on the
  collector's property, if the vehicle or part and the outdoor
  storage area, if any, are:
                     (A)  maintained in an orderly manner;
                     (B)  not a health hazard; and
                     (C)  screened from ordinary public view by
  appropriate means, including a fence, rapidly growing trees, or
  shrubbery; or
               (3)  that is:
                     (A)  stored or parked in a lawful manner on
  private property; and
                     (B)  temporarily exempt from registration renewal
  requirements under Section 502.0901.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2013.
