A BILL TO BE ENTITLED
 
AN ACT
  relating to the authority of a member of an appraisal review board
  of an appraisal district to perform the duties and functions of a
  member.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter C, Chapter 6, Tax Code, is amended by
  adding Section 6.415 to read as follows:
         Sec. 6.415.  AFFIDAVIT OF BOARD MEMBER REQUIRED. A member of
  an appraisal review board may not participate in a hearing
  conducted by the board or perform any other action authorized or
  required by law to be performed by a member of an appraisal review
  board until the member has submitted to the chief appraiser of the
  appraisal district for which the board is established an affidavit
  signed by the member stating that the member has read, understands,
  and will abide by:
               (1)  the current version of the comptroller's Appraisal
  Review Board Manual; and
               (2)  any local procedural rules adopted to govern the
  hearings or actions of the appraisal review board to which the
  member has been appointed.
         SECTION 2.  The change in law made by this Act applies only
  to a member of an appraisal review board who is appointed for a term
  beginning on or after January 1, 2014.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2013.
