A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to the authority of a member of an appraisal review board |
|
of an appraisal district to perform the duties and functions of a |
|
member. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter C, Chapter 6, Tax Code, is amended by |
|
adding Section 6.415 to read as follows: |
|
Sec. 6.415. AFFIDAVIT OF BOARD MEMBER REQUIRED. A member of |
|
an appraisal review board may not participate in a hearing |
|
conducted by the board or perform any other action authorized or |
|
required by law to be performed by a member of an appraisal review |
|
board until the member has submitted to the chief appraiser of the |
|
appraisal district for which the board is established an affidavit |
|
signed by the member stating that the member has read, understands, |
|
and will abide by: |
|
(1) the current version of the comptroller's Appraisal |
|
Review Board Manual; and |
|
(2) any local procedural rules adopted to govern the |
|
hearings or actions of the appraisal review board to which the |
|
member has been appointed. |
|
SECTION 2. The change in law made by this Act applies only |
|
to a member of an appraisal review board who is appointed for a term |
|
beginning on or after January 1, 2014. |
|
SECTION 3. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2013. |
