A BILL TO BE ENTITLED
 
AN ACT
  relating to the appropriation of money from the economic
  stabilization fund to the state highway fund for terminating
  comprehensive development agreements related to State Highway 130.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Contingent on the receipt by this state of
  federal funds in the amount of $1.5 Billion to be used for the
  purposes described by this Act, an amount not to exceed $1.5 billion
  is appropriated from the economic stabilization fund to the
  comptroller, in the state fiscal year ending August 31, 2014, for
  the purpose of depositing that amount to the credit of the state
  highway fund as money available for use by the Texas Department of
  Transportation for the purposes of:
               (1)  terminating all comprehensive development
  agreements relating to construction of or improvements to State
  Highway 130, Segments 1-6, including payments for debt obligations
  incurred under an agreement and termination payments under Section
  371.101, Transportation Code; and
               (2)  converting State Highway 130 into Interstate
  Highway 35E.
         SECTION 2.  This Act takes effect September 1, 2013, but only
  if it receives a vote of two-thirds of the members present in each
  house of the legislature, as provided by Section 49-g(m), Article
  III, Texas Constitution.
