A BILL TO BE ENTITLED
 
AN ACT
  relating to a study comparing the compensation of state employees
  to the compensation of private sector employees.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  (a) The comptroller of public accounts, in
  consultation with the state auditor and the Legislative Budget
  Board, shall conduct a study comparing the compensation of state
  employees to the compensation of private sector employees. In
  conducting the study, the comptroller must consider:
               (1)  salary and hourly wage compensation provided to
  state employees as compared to salary and hourly wage compensation
  provided to private sector employees whose jobs involve a similar
  level of education and skill; and
               (2)  the impact of retirement and health benefit plans
  on the total compensation of both state employees and private
  sector employees.
         (b)  The comptroller shall prepare a report of its findings
  from the study. Not later than September 1, 2014, the comptroller
  shall file the report with the governor, the speaker of the house of
  representatives, and the lieutenant governor and make the report
  available on the comptroller's Internet website.
         (c)  This Act expires January 1, 2015.
         SECTION 2.  This Act takes effect September 1, 2013.
