A BILL TO BE ENTITLED
 
AN ACT
  relating to the major events and events trust fund.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 2, Chapter 1507 (S.B. 456) Acts of the
  76th Legislature, Regular Session, 1999 (Article 5190.14, Vernon's
  Civil Statutes) is amended to read as follows:
         Sec. 2.  PURPOSE.  The purpose of this Act is to provide
  assurances required by a site selection organization sponsoring a
  sporting or non-sporting game or event and to provide [financing]
  financial assistance for a portion of the costs of:
         (1)  applying or bidding for selection as the site of a game
  or event in this state;
         (2)  making the preparations necessary and desirable for the
  conduct of a game or event in this state, including the construction
  or renovation of facilities to the extent authorized by this Act;
  and
         (3)  conducting a game or event in this state.
         SECTION 2.  Section 5A, Chapter 1507 (S.B. 456, Acts of the
  76th Legislature, Regular Session, 1999, (Article 5190.14,
  Vernon's Civil Statutes) is amended by amending subsection (4) to
  read as follows:
         (4)  "Event" means a Super Bowl, a National Collegiate
  Athletic Association Final Four tournament game, the National
  Basketball Association All-Star Game, the National Hockey League
  All-Star Game, the Major League Baseball All-Star Game, a National
  Collegiate Athletic Association Bowl Championship Series game, a
  World Cup Soccer game, the World Games, a national [collegiate]
  championship of an amateur sport sanctioned by the national
  governing body of the sport that is recognized by the United States
  Olympic Committee, an Olympic Trial event, an Olympic community
  development activity, including a Junior or Senior activity,
  training program, or feeder program sanctioned by the United States
  Olympic
         SECTION 3.  Section 5C, Chapter 1507, (S.B. 456), Acts of the
  76th Legislature, Regular Session, 1999 (Article 5190.14, Vernon's
  Texas Civil Statutes, is amended by adding a new subsection (r) to
  read as follows:
               (r)  Notwithstanding any other provision of this
  chapter, the comptroller may adopt rules:
         (1)  establishing a minimum economic impact to the state in
  order for a game or an event to be eligible for funding;
         (2)  allowing for the deduction from amounts disbursed by the
  comptroller of an administrative fee not to exceed 3% of the rebate
  to process and audit applications; and
         (3)  requiring specific documentation demonstrating that an
  event was the subject of a competitive bid process with other
  locations outside the state.
         SECTION 4.  This act takes effect September 1, 2013.
