A BILL TO BE ENTITLED
 
AN ACT
  relating to a prohibition on the use of an interlocal agreement to
  purchase energy or energy-related services.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 791.011(h), Government Code, is amended
  to read as follows:
         (h)  An interlocal contract between a governmental entity
  and a purchasing cooperative may not be used to purchase:
               (1)  engineering or architectural services; or
               (2)  electricity or electicity-related services.
         SECTION 2.  The change in law made by this Act applies only
  to a purchase made by an interlocal contract on or after September
  1, 2013.
         SECTION 3.  This Act takes effect September 1, 2013.
