A BILL TO BE ENTITLED
 
AN ACT
  relating to providing, facilitating, or aiding the use of solar
  power or other alternative energy source in public schools.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Amend the Texas Education Code by adding new
  chapter 2001 to read as follows:
 
  CHAPTER 2001 - Solar Power for Texas Schools
         Sec. 2001.01.  SOLAR POWER AND ALTERNATIVE ENERGY FOR TEXAS
  PUBLIC SCHOOLS.  The use of solar power or other alternate forms of
  energy by public schools shall be facilitated, provided, subsidized
  and prioritized.
         Sec. 2001.02.  RULEMAKING AUTHORITY.  The Texas Education
  Agency shall adopt rules pertaining to implementation of this Act.
         Sec. 2001.03.  THE GOALS OF THE STATE OF TEXAS.  It shall be
  the goals of the state of Texas:
         (1)  to seek ways for public schools to become more energy
  efficient and to use alternate forms of energy in order to use
  governmental buildings to create energy where possible;
         (2)  to use state equipment and state buildings, including
  schools, to reduce carbon dioxide emissions;
         (3)  to set goals relating to schools use of demand response,
  energy conservation, and carbon dioxide reduction.
         SECTION 2.  This Act takes effect September 1, 2013.
