A BILL TO BE ENTITLED
 
AN ACT
  relating to the Lazy W District No. 1.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  The heading to Chapter 8380, Special District
  Local Laws Code, is amended to read as follows:
  CHAPTER 8380. LAZY W CONSERVATION DISTRICT [NO. 1]
         SECTION 2.  Section 8380.001(4), Special District Local Laws
  Code, is amended to read as follows:
               (4)  "District" means the Lazy W Conservation District
  [No. 1].
         SECTION 3.  Subchapter B, Chapter 8380, Special District
  Local Laws Code, is amended by adding Section 8380.053 to read as
  follows:
         Sec. 8380.053.  QUORUM; TELEPHONE AND VIDEO CONFERENCING
  PERMITTED; MEETING LOCATION. (a)  Notwithstanding Section 551.127,
  Government Code, the board may hold a meeting by telephone or video
  conference call if necessary to establish a quorum, provided that
  not more than two directors participate without being physically
  present at the district's designated meeting location.
         (b)  A meeting that a director attends by telephone or video
  conference call must be held at the district's designated location
  as specified in the notice required under Section 551.125,
  Government Code, at which at least one director must be physically
  present.
         SECTION 4.  Section 8380.107, Special District Local Laws
  Code, is amended by adding Subsection (e) to read as follows:
         (e)  The district may purchase, sell, breed, raise, and own
  wildlife and may perform animal husbandry activities not otherwise
  prohibited by federal or state law.
         SECTION 5.  Section 8380.109(a), Special District Local Laws
  Code, is amended to read as follows:
         (a)  The district may adopt and enforce rules:
               (1)  to administer and operate the district;
               (2)  to govern the use, availability, protection,
  security, and maintenance of the district's property and
  facilities; [and]
               (3)  to provide for public safety and security; and
               (4)  to protect and maintain the district's wildlife
  and the wildlife habitat, facilities, improvements, and
  infrastructure as necessary to provide for the maintenance,
  protection, sustenance, and welfare of the wildlife.
         SECTION 6.  Section 8380.053, Special District Local Laws
  Code, as added by this Act, applies only to a meeting called by the
  board of directors of the Lazy W Conservation District for which
  notice is posted on or after the effective date of this Act.  A
  meeting called by that board for which notice is posted before the
  effective date of this Act is governed by the law in effect on the
  date the notice is posted, and that law is continued in effect for
  that purpose.
         SECTION 7.  This Act takes effect September 1, 2013.
