CONCURRENT RESOLUTION
         WHEREAS, Municipal governments contribute immeasurably to
  the quality of life of residents throughout Texas; no other level of
  government is more accountable and responsive on a daily basis; and
         WHEREAS, Local police and fire departments safeguard lives
  and public health officials promote the well-being of area
  citizens; cities also ensure the collection and disposal of
  garbage, provide safe, clean, and reliable drinking water, maintain
  a wastewater infrastructure, and oversee sidewalk and street
  maintenance; and
         WHEREAS, Among the many other vital functions of municipal
  government are the provision of schools for young people and the
  development and support of public parks and libraries; and
         WHEREAS, Engines of economic development, cities create
  opportunities for businesses and provide the infrastructure for
  those businesses to succeed; and
         WHEREAS, Individuals who are elected to local boards and
  commissions help shape public policy; though many serve on a
  voluntary basis, these engaged citizens are uniquely positioned to
  determine the needs of their communities because they are directly
  impacted by their decisions; and
         WHEREAS, Texans today have a renewed belief that the
  government closest to the people is the best government for the
  people, and every day, municipal employees, volunteers, and elected
  officials reinforce this idea with their outstanding efforts to
  make their cities safe and pleasant places in which to live and
  work; now, therefore, be it
         RESOLVED, That the 83rd Legislature of the State of Texas
  hereby recognize this day as Municipal Government Day at the State
  Capitol and extend sincere appreciation to all those who contribute
  to the successful operation of cities across the state.
