HOUSE CONCURRENT RESOLUTION
 
         WHEREAS, On National Signing Day, Texans join with others
  throughout the country in focusing attention on high school
  football players who receive college athletic scholarships, yet the
  equally noteworthy achievements of the Lone Star State's academic
  champions often go unnoticed; and
         WHEREAS, While outstanding accomplishments on the football
  field and in other athletic pursuits are understandably admired,
  the future prosperity of the Lone Star State depends more on the
  educational ability of its young people; every year, many Texas
  students earn scholarships as a result of their exemplary
  performance in the classroom, and their intelligence and hard work
  are deserving of acclaim; and
         WHEREAS, Academic superstars from Texarkana to El Paso and
  from the Panhandle to the Lower Rio Grande Valley successfully
  compete for a wide variety of scholarships, spurred on by their
  natural intellectual curiosity and their desire to realize their
  dreams; and
         WHEREAS, Thanks to the generous sponsorship of a broad range
  of institutions and organizations, these remarkable young Texans
  are rewarded with the financial support they need to continue
  learning at the college level; their studies will allow them to take
  their place among the next generation of professionals and
  entrepreneurs, and they will play an essential part in our state's
  continuing progress; and
         WHEREAS, By setting aside a day to honor those who have proven
  themselves worthy of academic scholarships, Texas citizens can help
  reaffirm the value of education and encourage students to reach
  their full potential; now, therefore, be it
         RESOLVED, That the 83rd Legislature of the State of Texas
  hereby designate the first Saturday in May as Texas Academic
  College Scholarship Day; and, be it further
         RESOLVED, That in accordance with the provisions of Section
  391.004(d), Government Code, this designation remains in effect
  until the 10th anniversary of the date this resolution is passed.
