A JOINT RESOLUTION
|
|
|
proposing a constitutional amendment concerning the maximum rate of |
|
|
growth of appropriations. |
|
|
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Section 22, Article VIII, Texas Constitution, is |
|
|
amended by amending Subsection (a) and adding Subsection (a-1) to |
|
|
read as follows: |
|
|
(a) In no biennium shall the rate of growth of |
|
|
appropriations from state tax revenues not dedicated by this |
|
|
constitution exceed the lesser of the following rates: |
|
|
(1) the estimated rate of growth of the state's |
|
|
economy; and |
|
|
(2) a rate equal to the sum of: |
|
|
(A) the estimated biennial rate of growth of this |
|
|
state's population; and |
|
|
(B) the estimated biennial rate of monetary |
|
|
inflation in this state. |
|
|
(a-1) The legislature shall provide by general law |
|
|
procedures to implement Subsection (a) of this section [this
|
|
|
subsection]. |
|
|
SECTION 2. This proposed constitutional amendment shall be |
|
|
submitted to the voters at an election to be held November 5, 2013. |
|
|
The ballot shall be printed to provide for voting for or against the |
|
|
proposition: "The constitutional amendment concerning the maximum |
|
|
rate of growth of appropriations." |
