A JOINT RESOLUTION
  proposing a constitutional amendment to authorize the legislature
  to exempt from ad valorem taxation real and personal property used
  for the conservation, reuse, or recycling of water.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Article III, Texas Constitution is amended by
  adding Section 52-c to read as follows:
         Sec. 52-c.  PROGRAMS FOR WATER CONSERVATION.
  Notwithstanding any other provision of this constitution, the
  legislature may provide for the creation of programs and the making
  of loans and grants of public money, other than money otherwise
  dedicated by this constitution to use for a different purpose, for
  the public purpose of water conservation. In carrying out the
  public purposes of this section, the legislature may by general law
  exempt from ad valorem or other taxes all or part of real and
  personal property used for or services related to water
  conservation.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 5, 2013.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment to authorize the
  legislature to provide for the creation of programs for the public
  purpose of water conservation, including the making of loans and
  grants of public money and the exemption from taxation property
  used for and services related to water conservation."
