A JOINT RESOLUTION
|
|
proposing a constitutional amendment to authorize the legislature |
|
to exempt from ad valorem taxation real and personal property used |
|
for the conservation, reuse, or recycling of water. |
|
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Article III, Texas Constitution is amended by |
|
adding Section 52-c to read as follows: |
|
Sec. 52-c. PROGRAMS FOR WATER CONSERVATION. |
|
Notwithstanding any other provision of this constitution, the |
|
legislature may provide for the creation of programs and the making |
|
of loans and grants of public money, other than money otherwise |
|
dedicated by this constitution to use for a different purpose, for |
|
the public purpose of water conservation. In carrying out the |
|
public purposes of this section, the legislature may by general law |
|
exempt from ad valorem or other taxes all or part of real and |
|
personal property used for or services related to water |
|
conservation. |
|
SECTION 2. This proposed constitutional amendment shall be |
|
submitted to the voters at an election to be held November 5, 2013. |
|
The ballot shall be printed to permit voting for or against the |
|
proposition: "The constitutional amendment to authorize the |
|
legislature to provide for the creation of programs for the public |
|
purpose of water conservation, including the making of loans and |
|
grants of public money and the exemption from taxation property |
|
used for and services related to water conservation." |
