R E S O L U T I O N
|
|
|
WHEREAS, The City of Irving has received a 2012 Baldrige |
|
|
National Quality Award, the nation's highest presidential honor for |
|
|
performance excellence through innovation, improvement, and |
|
|
visionary leadership; and |
|
|
WHEREAS, Established in 1988, this prestigious accolade is |
|
|
conferred by the Baldrige Performance Excellence Program, which is |
|
|
managed by the United States Commerce Department's National |
|
|
Institute of Standards and Technology in cooperation with the |
|
|
private sector; the BPEP recognizes organizations that achieve |
|
|
superior results through innovative practices, dynamic management, |
|
|
strong financial performance, and superior employee and customer |
|
|
satisfaction; and |
|
|
WHEREAS, The City of Irving was selected as the winner of the |
|
|
2012 Baldrige award in the nonprofit category following a rigorous |
|
|
evaluation by an independent board; in the course of its candidacy, |
|
|
examiners rated its attainment in a number of key areas, including |
|
|
leadership, strategic planning, and operations focus; and |
|
|
WHEREAS, Guided by city manager Tommy Gonzalez, Irving has |
|
|
gained recognition as a model of fiscal responsibility; it is one of |
|
|
5 municipalities in Texas and 89 in the nation to hold AAA ratings |
|
|
from both Standard and Poor's and Moody's; while maintaining the |
|
|
second-lowest tax rate in the Dallas-Fort Worth metropolitan area, |
|
|
the city has earned ever-higher marks from its citizens for its key |
|
|
services and overall quality of life; moreover, the administration |
|
|
consistently fosters a positive work environment that enables the |
|
|
city to recruit and retain talented and dedicated personnel; and |
|
|
WHEREAS, Public safety in Irving has made continued gains in |
|
|
recent years, and the city's police department is noted for its |
|
|
adherence to best practices; other factors contributing to the |
|
|
selection by the BPEP include the city's integration of strategic |
|
|
planning and budget processes, its emphasis on process efficiency, |
|
|
and its environmental initiatives; and |
|
|
WHEREAS, Through a commitment to meeting the highest |
|
|
standards, the City of Irving has established a national reputation |
|
|
for excellence, and its success is indeed deserving of special |
|
|
recognition; now, therefore, be it |
|
|
RESOLVED, That the House of Representatives of the 83rd Texas |
|
|
Legislature hereby congratulate the City of Irving on its receipt |
|
|
of a 2012 Baldrige National Quality Award and that it commend all |
|
|
those responsible for securing this honor; and, be it further |
|
|
RESOLVED, That an official copy of this resolution be |
|
|
prepared for the city as an expression of high regard by the Texas |
|
|
House of Representatives. |
