R E S O L U T I O N
         WHEREAS, Proud community members from eastern Hidalgo County
  are gathering in Austin on January 31, 2013, to celebrate
  Edcouch-Elsa Day at the State Capitol; and
         WHEREAS, The two communities are both situated in the Delta
  Area of the Lower Rio Grande Valley; Elsa was established in 1927,
  when William George convinced operators of the Texas and New
  Orleans Railroad to lay tracks across his land; he laid out a town
  site next to the tracks and named the new community after his wife;
  that same year, banker and landowner Edward Couch platted a town on
  property two miles to the east of Elsa; Edcouch and Elsa were
  incorporated in 1933 and 1940, respectively, and their populations
  grew steadily in the decades leading into the 21st century; and
         WHEREAS, In recent years, the Delta Area has enjoyed
  increased economic development, and it benefits from the efforts of
  the Edcouch-Elsa La Villa Chamber of Commerce to support local
  businesses; adding to the quality of life in Edcouch and Elsa are a
  new library, a number of local civic groups, and a variety of
  special events sponsored by those organizations; and
         WHEREAS, Students in these communities are served by the
  Edcouch-Elsa Independent School District, which encompasses a high
  school, a junior high school, a middle school for fifth- and
  sixth-grade students, four elementary schools, and an early
  childhood center; in addition, the district is partnered with such
  organizations as the Llano Grande Center for Research and
  Development, a college readiness program that promotes leadership
  and critical thinking skills by engaging students in community
  projects; and
         WHEREAS, Joining together to celebrate their rich heritage,
  the hardworking and industrious residents of Edcouch and Elsa may
  reflect with pride on the many contributions they have made toward
  building a bright future for their families and their communities;
  now, therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby recognize January 31, 2013, as Edcouch-Elsa Day
  at the State Capitol and extend to all those in attendance sincere
  best wishes for an enjoyable visit to Austin.
