R E S O L U T I O N
         WHEREAS, Rosa Guerrero has been named the 2013 First Lady of
  El Paso by Beta Sigma Phi; and
         WHEREAS, The annual First Lady award is presented to women
  who have made outstanding contributions to their community, and
  educator, historian, humanitarian, and motivational speaker Rosa
  Guerrero is an excellent fit for the honor; and
         WHEREAS, Ms. Guerrero taught in El Paso public schools for
  two decades and helped develop the district's first intercultural
  programs; with the dedication of Rosa Guerrero Elementary School,
  she became the first Hispanic woman in the city to have a school
  named after her; and
         WHEREAS, Rosa Guerrero's commitment to multicultural
  dialogue and understanding extends far beyond the classroom; she is
  the founder and artistic director of the International Folklorico
  Dance Group, and her film, Tapestry, won a national filmmaking
  award for its promotion of cultural understanding; Ms. Guerrero has
  now developed the sequel, Tapestry II, and she continues to speak
  before school audiences to promote greater awareness and
  appreciation of cultural diversity; and
         WHEREAS, In recognition of her notable endeavors,
  Ms. Guerrero has been named an Outstanding Woman in the Arts by the
  Texas Women's Political Caucus, an Outstanding Woman Artist in El
  Paso by the Mexican American National Association, an Outstanding
  Hispanic in the Southwest by Adolph Coors, Co., an Outstanding
  Hispanic of El Paso by The University of Texas at El Paso, and an
  Outstanding Alumna by the UT-El Paso College of Education;
  moreover, she has been inducted into both the Texas Women's Hall of
  Fame and the El Paso Commission for Women Hall of Fame; and
         WHEREAS, Among the other awards conferred on her are the
  Valley Forge Freedoms Foundation Award, the LULAC Arts and
  Humanities Award, the Human Relations Award from the Texas State
  Teachers Association, the Good Samaritan Award from the Catholic
  Media Ministries of El Paso, the Sertoma Service to Mankind Award,
  the Arts Alliance Individual Dance Award, the Gold Nugget Award
  from UT-El Paso, and the Reconocimiento Othli from Instituto de los
  Mexicanos en el Exterior; and
         WHEREAS, This distinguished Texan has greatly enriched her
  community and has positively influenced myriad lives with her
  message of cultural harmony, and she may indeed reflect with great
  pride on all that she has accomplished; now, therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby congratulate Rosa Guerrero on her selection as
  the 2013 First Lady of El Paso by Beta Sigma Phi and extend to her
  sincere best wishes for continued success with her important work;
  and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Ms. Guerrero as an expression of high regard by the
  Texas House of Representatives.
