R E S O L U T I O N
         WHEREAS, Robert R. Almonte was sworn in as the United States
  marshal for the Western District of Texas on June 2, 2010; and
         WHEREAS, Nominated by the president, U.S. marshals serve in
  the enforcement arm of the federal courts; they oversee the
  protection of the federal judiciary, the management and selling of
  seized assets, the transporting of federal prisoners, the operation
  of the Witness Security Program, and the apprehending of federal
  fugitives; as marshal for the Western District of Texas, Robert
  Almonte directs the activities of the U.S. Marshals Service in an
  area extending from El Paso to San Antonio; and
         WHEREAS, A lifelong El Pasoan, Marshal Almonte graduated
  summa cum laude with a bachelor's degree in criminal justice
  administration from Park University; he is a 25-year veteran of the
  El Paso Police Department, where he spent the majority of his career
  in narcotics investigations and rose to the office of deputy chief;
  and
         WHEREAS, While serving as commander of the EPPD narcotics
  section, Marshal Almonte launched such innovative programs as the
  Hotel/Motel Narcotics Interdiction Unit and the West Texas High
  Intensity Drug Trafficking Areas Stash House Task Force, which in
  2000 earned the Outstanding HIDTA Interdiction Unit award from the
  White House Office of National Drug Control Policy (ONDCP); and
         WHEREAS, Marshal Almonte retired from the EPPD in 2003 and
  subsequently traveled extensively, training law enforcement
  personnel in narcotics investigations; he has served as vice
  president of the National Narcotic Officers' Associations'
  Coalition, and he was elected to three terms as president of the
  Texas Narcotic Officers Association before being named executive
  director of the organization; one of the foremost authorities in
  his field, he has also published two books, Evolution of Narcotic
  Investigations and Covert Operations Management; and
         WHEREAS, In recognition of his outstanding achievements,
  Marshal Almonte was named the EPPD Officer of the Year in 1984 and
  designated Outstanding HIDTA Task Force Commander by the ONDCP in
  1999; he has also been lauded for his work by the U.S. Congress; and
         WHEREAS, Americans across the country are indebted to U.S.
  marshals for the vital role they play in maintaining a peaceful and
  orderly society, and the appointment of Robert Almonte to this
  office is a fitting testament to the special care and dedication he
  has demonstrated in the protection of his fellow citizens; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby congratulate Robert R. Almonte on being named
  the United States marshal for the Western District of Texas and
  extend to him sincere best wishes for continued success; and, be it
  further
         RESOLVED, That an official copy of this resolution be
  prepared for Marshal Almonte as an expression of high regard by the
  Texas House of Representatives.
