R E S O L U T I O N
         WHEREAS, Garland Independent School District was recognized
  as a Best Community for Music Education by the National Association
  of Music Merchants Foundation in 2012, the second year in a row it
  has been so honored; and
         WHEREAS, The Best Community for Music Education designation
  acknowledges schools and districts that support access to music
  education through funding, graduation requirements, and committed
  instruction time, making music an essential part of a complete
  education; and
         WHEREAS, Under the leadership of George Jones, director of
  the district's Fine Arts Department, Garland ISD continued a long
  tradition of musical excellence with strong representation in the
  2013 Texas Music Educators Association All-State bands and
  choruses; more than 55,000 students from around the state audition
  for these ensembles, with about 1,500 earning an All-State position
  and a chance to attend the TMEA Clinic and Convention; 17 Garland
  ISD students were chosen this year to perform; and
         WHEREAS, The 2013 Garland ISD All-State students are Kelli
  Bashaw, Lacie Block, Gabriel Ethridge, Malik Henderson, Lauren
  Noble, Monica Ogbonnaya, Maddie Smith, Micah Ndiba, David Estrada,
  Dorien Tate, Christian Cardenas, Cedric Dario, Austin Nix, Carrie
  Blumhardt, Morgan Daniels, Sam Hundt, and Elizabeth Schutter; they
  secured places in the 5A All-State Band, All-State Jazz Band,
  All-State Mixed Choir, and All-State Men's and All-State Women's
  Choirs; moreover, Austin Nix and Morgan Daniels earned the
  distinction of having been named All-State members all four years
  of high school; and
         WHEREAS, Garland ISD believes that quality arts instruction
  plays an integral role in children's education, helping youth to
  develop self-esteem, self-discipline, self-direction, and the
  ability to work collaboratively with others, and the district is
  indeed deserving of this prestigious honor; now, therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby congratulate the Garland Independent School
  District on its designation as a Best Community for Music Education
  by the National Association of Music Merchants Foundation and
  extend to the district's students and teachers sincere best wishes
  for continued success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for the district as an expression of high regard by the
  Texas House of Representatives.
