R E S O L U T I O N
         WHEREAS, For more than two decades, the Neighborhood Service
  Council has played a vital role in encouraging and empowering
  at-risk students from North Dallas and Richardson; and
         WHEREAS, Founded in 1989, the Neighborhood Service Council is
  a community-based nonprofit that was established to meet the
  changing needs of the Spring Valley-Coit communities of Richardson
  and Dallas; the organization offers programming for students from
  low-income families who may not have the resources to participate
  in activities after school or during the summer, times when
  students may be home alone and are vulnerable to crime and in need
  of supervision; and
         WHEREAS, NSC runs a variety of after-school programs,
  including Adventure Time, which invites elementary school students
  to visit the NSC Activities Center to play and work one-on-one with
  volunteer tutors; the highly structured curriculum was developed by
  the organization in conjunction with principals from participating
  schools; NSC's BeTweens program helps fifth and sixth graders
  tackle everyday challenges through character-building projects and
  academic enrichment; during the summer months, middle and high
  school students attend the organization's My Time summer camp,
  where they learn new skills and develop productive patterns of
  behavior, participate in arts, yoga, and sports activities, and
  take field trips throughout the area; and
         WHEREAS, The results of NSC's efforts are impressive:
  participants in the organization's programs have improved their
  school attendance and academic performance, crime has decreased in
  the area, and fewer students are dropping out of school; and
         WHEREAS, The Neighborhood Service Council is helping
  countless young Texans expand their horizons and prepare for the
  opportunities that lie ahead, and it is a pleasure to recognize the
  organization for the positive impact it has had in the communities
  it serves; now, therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby honor the Neighborhood Service Council and
  extend to its volunteers and staff best wishes for continued
  success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for the Neighborhood Service Council as an expression of
  high regard by the Texas House of Representatives.
