R E S O L U T I O N
         WHEREAS, A delegation of citizens from El Cenizo is visiting
  the State Capitol on February 26, 2013, on the occasion of El Cenizo
  Day; and
         WHEREAS, Situated along the banks of the Rio Grande, the
  community was incorporated in 1989 and has a population of 3,500
  people; it is the third largest city in Webb County and is under the
  leadership of Raul Lorenzo Reyes, who was first elected mayor in
  2004, when he was only 21; and
         WHEREAS, The people of El Cenizo are known for their ability
  to pull together to meet common goals; over the past few years, the
  town has created a police department, a municipal court, and the
  city's first fire station and has purchased $250,000 in equipment
  for the volunteer fire department; and
         WHEREAS, The city has also upgraded much of its
  infrastructure, including paving streets, installing more than
  1,500 linear feet of sidewalk and 5,000 linear feet of storm drain,
  and constructing its first municipal park; nine new energy
  efficient homes have been built for elderly or disabled residents,
  and the city has strengthened its law enforcement efforts and
  reduced crime; and
         WHEREAS, El Cenizo has distinguished itself as a community of
  concerned and committed people, and the citizens' hard work,
  solidarity, and dedication to positive growth and development are
  indeed deserving of commendation on this special day; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby recognize February 26, 2013, as El Cenizo Day at
  the State Capitol and extend to the visiting delegation sincere
  best wishes for a memorable and meaningful visit to Austin.
