R E S O L U T I O N
         WHEREAS, Leaders from the Kharkiv region in Ukraine are
  visiting the State Capitol on February 26, 2013, to forge stronger
  ties and greater understanding between our two great areas; and
         WHEREAS, Our guests here today include Kharkiv Governor
  Mikhail Dobkin, Lieutenant Governor Yuriy Sapronov, and member of
  parliament Victor Bondar; and
         WHEREAS, A culturally and historically rich province in
  northeastern Ukraine, the Kharkiv region leads industrial and
  agricultural innovation in the country; the area has a wealth of
  natural resources, primarily natural gas, as well as oil, coal, and
  other important minerals, and has thus become a key fuel and energy
  center of Ukraine; the Kharkiv region also boasts impressive
  manufacturing, ranging from machine tool construction to radio
  electronics to pharmaceuticals; moreover, because of its location
  at the crossroads of Eastern Europe and its well-planned
  infrastructure, it is a hub of international as well as national
  trade, transportation, and communication; and
         WHEREAS, Building on these economic advantages, the Kharkiv
  region has also made important investments in education; the
  province has over 200,000 students in more than 80 state and private
  institutions of higher learning, and the region's medical
  establishments employ and train many thousands of medical
  professionals; in addition, the advances made in Kharkiv research
  institutes have contributed to scientific progress around the
  globe; and
         WHEREAS, The citizens of Texas and the Kharkiv region share a
  common entrepreneurial drive, and the visit of these leaders is an
  excellent opportunity to develop connections and forge mutually
  beneficial relationships between our two prosperous states; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby welcome Governor Mikhail Dobkin, Lieutenant
  Governor Yuriy Sapronov, and Victor Bondar
  to the State Capitol and
  extend to them sincere best wishes for an enjoyable and productive
  visit to Texas.
